February 24, 2005 DoD NSPS Comments , DoD NSPS Comments: As part of the 30-day public comment period (2/14/05 to 3/14/05), I'm writing to pass along my concerns regarding the proposed changes to Department Of Defense (DOD) work rules known as the National Security Personnel System (NSPS). Under the existing DOD General Schedule pay system, a DOD employee can expect and anticipate a guaranteed "step" pay raise following successful job performance over a known period of time. With the proposed NSPS pay system, an employee's supervisor would almost entirely control the purse string to an employee's pay raise, and the amount of the employee's pay raise would depend on a supervisor's generousity. The proposed NSPS pay system would create conflict with employees competing to be the "supervisor's best friend." Additionally, the NSPS pay system would remove the certainty of pay raises for successfully performing employees. Thank you for providing an opportunity for comment on the proposed NSPS system.
