February 24, 2005 DoD NSPS Comments , DoD NSPS Comments: I am opposed to the new pay system which the DOD will implement despite overwhelming opposition from those affected. DOD has asked for comments on this proposal. However, the last time we had a proposal of this nature, one that was rejected in a landslide by our workforce, DOD asked for our comments and then proceeded to totally ignore our input. In brief, the major reason for the problems with the workforce lies with the refusal of management to use the tools already available. Since management is the problem, changing the tools is not the solution. As long as we keep promoting the same type people to management positions we'll get the same results that DOD claims it wants to improve. DOD is trying to use a sledge hammer to crack eggs. The eggs themselves will indeed be smashed but DOD will find itself with a giant mess on its hands. Sincerely,
