February 23, 2005 DoD NSPS Comments , DoD NSPS Comments: As part of the 30-day public comment period (2/14/05 to 3/14/05), I'm writing to pass along my concerns regarding the proposed changes to Department Of Defense (DOD) work rules known as the National Security Personnel System (NSPS). A big concern of mine is with the NSPS pay system. Under the proposed NSPS pay system, a worker's pay raise would rest almost entirely with that individual's supervisor. In an ideal world, all supervisors would without error appropriately rate their employees and fairly distribute pay raises. But as we all know, some supervisors will inadvertantly, or in some cases, intentionally give pay raises to workers who might not be the most deserving; while at the same time, some of the best workers may be offered inappropriate or even no pay raises at all from their supervisors. This proposed NSPS pay system will surely open the door to "good ole boy" treatment, and will make workers think twice before approaching their supervisor regarding important workplace issues such as safety, violations of the law, fairness in the work place, fraud, waste, and abuse, etc. Thank you for providing an opportunity for comment on the proposed NSPS system.
