February 23, 2005 DoD NSPS Comments , DoD NSPS Comments: I am writing because of my concern about the National Security Personnel System (NSPS) soon scheduled to be implemented. I am a civil servant who has workd for the federal government for 25 years. I intend to retire from federal service just as my father had done. A secure job, fairness in promotion and pay, and seniority rights were all reasons I chose to work for the government. These reasons appear now to be passe to Defense Secretary Donald Rumsfeld. If the current personnel system is so lacking, then how did we manage to win the Cold War under it? I can understand "tweeking" the system to keep it up to date, but to basically scrap everything for a system based on inequities and favoritism is ludicrous. With a possibly expanding war going on and a heavier reliance on the civil servant area to support the troops in whatever ways possible, this new system will wind up fracturing the civilian workforce at a time when we need to be working cohesively as one strong unit. I urge you to instruct the Secretary of Defense to halt further implementation of NSPS. Respectfully,
