To whom it may concern, I am offering you my comments on the NSPS Spiral One Implimentation at Oklahoma City Air Logistics Center. I would like to tell you how much I appreciate the opportunity to work for the Air Force as a civilian employee. I am very proud of my job and work to the best of my ability each day. When I enter the installation and start the day, I am proud to start my day working for Tinker AFB. and the federal government. I came to work for the government when I graduated from high school. I came to work for the government because I wanted to develop a career. I have worked for the government for over 20 years and it took a lot of experience to get my position. I didn't start out making what I make now for a good reason. I did not have the experience I needed. I resent the fact that the government wants to hire people off the street and hire them starting out what it took me years to earn up to. All of the jobs I have worked in took experience that was unique and I was not prepared to do from the first. I do not think it is right for the DOD and the Office of Personal Management to make rules as they go along on our pay system. I has heard our system referred to as not fair. I have never felt it was unfair. I have no complaints about the system and do not want to change the way everything operates. I am concerned that I will no longer get a cost of living raise. My insurance increases every year. If I do not get a cost of living raise I will get paid less every year. I am also concerned about the fact that my first line supervisor will decide who gets more pay. I have worked in different areas at Tinker. Some of my first line supervisors did not know my name, much less if I was doing a good job. I believe you are going to put too much power in an immediate supervisors hands. Politics will make things worse if you allow it to take over. Often time too much attention is given to people who have problems in the work area. If you are quiet, show up to work, and don't cause any problems you are never noticed. If you are constantly having to attend meetings because you are not doing your job because you are not doing your job correctly they think employees are great. I will greatly regret if you choose to impose these changes on me. Instead of making a government job more appealing, I think you will attract people that will only create problems for the system. Change can be good or change can ruin a good thing. Why would you want to fix something that is not broken? Ask yourself that question. Transformation will only open the door to the total shutdown of the civilian workforce and open the door to the contracting of government work. The production will be less and the cost will be more. That will not benefit anyone.
