Dear Sirs, I am opposed to the implementation of the NSPS in DOD. This system is unnecessary as management already has the flexibility that it needs under 5 USC 7106 to hire, maintain and direct its work force. Employees and the union need to continue to have the protections afforded by the Civil Service Reform Act. The NSPS takes away employee and union protections returning our country to the "spoils system". Please make sure that my comments against the NSPS are given consideration.
