As a current Army civilian employee with 28 years service time scheduled to be in spiral 1.1, a 5 point veteran, the mom of an active duty enlisted Air Force airman, the wife of a retired Air Force senior NCO and as of two months ago I am now a senior citizen I would like to express my dissatisfaction with the NSPS that is due to be put into effect in a few months. The sections that claim there will be pay for perfomance and the RIF procedures really stress me out. I have been RIFed in the past and it is never a good thing but at least it can be accepted when you know that there were rules followed. If the teacher's pet is kept and I am layed off, it will not feel the same. As a vet, I always thought that I had a better chance of bumping and retreating than I will have from now on if that is eliminated. With the experiences I have had, there is never fair judgement by a supervisor or other upper management when there are choices to be made to select one staff member over another. There are always personnalities and favorites involved. I would like to see some changes made - but not as severe as this NSPS is written. I would ask that you step back and take another look at the realities of working in this type of system.
