BASED ON MY TWENTY-PLUS YEARS IN THIS AGENCY I BELIEVE THAT A REVIEW OF AN EMPLOYEE BASED ON THE SINGLE OPINION OF ONLY ONE INDIVIDUAL IS A VERY BIG MISTAKE. THE FACT THAT THE INDIVIDUAL IS ONES SUPERVISOR DOES NOT CHANGE THAT OPINION. FIRST, WE MUST REMEMBER THAT THE OPERATIONS SUPERVISOR POSIITION IS THE FIRST STEP IN ADVANCEMENT ON THE MANAGEMENT TRACK WITHIN MOST FIELD OFFICES. THIS PLACES THE SUPERVISOR IN A VERY STRESSFUL SITUATION/AND HE /SHE OFTEN FEELS LIKE IT'S A MAKE OR BREAK SITUATION. DURING MY TIME IN THIS AGENCY, I MUST SAY THAT APPROX 50% PERCENT OF MY SUPERVISORS HAVE BEEN RUTHLESS IN GETTING AHEAD, AND FAIRNESS AND HONESTY HAVE GONE BY THE WAYSIDE IN THEIR DEALINGS WITH THE EMPLOYEES UNDER THERE DIRECTION AND CONTROL. WHILE IT IS TRUE THAT THE OPERATIONS SUPERVISOR HAS ROUTINE DEALINGS WITH THE ENPLOYESS UNDER THEIR DIRECTION ON A DAILY BASIS, IF THEY ARE ONLY FOCUSED ON THE UNITS NUMBERS, THEN ALMOST OF EVERY OTHER ASPECT OF THE CR'S JOB IS LARGELY IGNORED. NUMBERS IS KING IN THIS AGENCY, AND IT MAKES LITTLE DIFFERENCE HOW THESE NUMBERS ARE ACHIEVED TO THE OPERATIONS SUPERVISOR IN MANY CASES. OVER THE LAST FEW YEARS IT FEELS MORE AND MORE LIKE WE ARE EMPLOYED BY ENRON THAN A LEGITIMATE FEDERAL AGENCY. AS THE NUMBER OF EMPLOYEES DECEASES THE LEVEL OF FALSE STATS INCREASES. NOW, ADD TO THAT THE SPOTLIGHT THE CURRENT ADMINISTRATION HAS PLACED ON THE AGENCY AND, THIS ONLY MAKES THE SITUATON THAT MUCH MORE INTENSE FOR EVERYONE INVOLVED. MY APPROACH TO A FAIR PERFORMANCE APPRAISAL WOULD BE A TEAM APPROACH THAT INVOLVED BOTH MANAGEMENT AND MEMBERS OF THE UNIT. THIS WOULD PROVIDE THE MOST EVEN HANDED AND LEGITIMATE APPROACH TO A REALISTIC AND FAIR PERFORMANCE APPRAISAL WE CAN PROBABLY HOPE FOR IN THIS WORLD OF UNREALISTIC GOALS AND OBJECTIVES [I.E. GIVEN THE FEW EMPLOYEES WE HAVE LEFT IN THE FIELD OFFICES]. AS FAR AS SHORTCUTS THAT ARE CURRETNLY USED, I CANNOT SPEAK TO WHAT SUPERVISORS ARE CURRENTLY USING GIVEN ALL OF AUTOMATION THAT HAS BEEN INTRODUCED OVER THE PAST 12-16 MONTHS. PRIOR TO THAT, I HEARD ABOUT CR'S THAT COMPLETED MISSICS REDETS BY INVENTING THE INFORMATION AND SENDING IT OUT TO CLIENTS FOR THEIR SIGNITURES WITHOUT ANY CONTACT WHATSOEVER.
