To Whom It May Concern I have been a government employee for almost 38 years. I am still in shock with this proposal not to mention angry. I can't believe the government that I have given so much of my life to would agree to pass and put into affect such a system. In reference to Subpart C - Pay and Administration: To allow ONE individual (a supervisor) to hold in their hands my pay..not to mention my livelyhood. Everyone knows there are individuals in management who take their power to the extreme. These "managers" also have their favorite employees they bestow preferential treatment. At least our current system offers some protection from such injustices. To be able to send someone like me who is 55 years old and has recently developed serious health issues to possibly be relocated to another position elsewhere, possibly in a life threatening situation is terrifying to me. If I addressed all of the provisions of which I have some opposition to, such as Subpart G - Adverse Actions and Subpart H - Appeals I would have to be up all night. Please re-consider at least some of these provisions and do not allow managerment so much power. These are peoples lives that are up for grabs and should not be taken lightly.
