NSPS is an affront to all those who built the current personnel management system over the past 50 years. NSPS is an impatient, spoiled response to a narrow-minded, short-term shift of attention. NSPS is subjective and capricious In structure, and will give away treasured employee rights along with balanced structure that was built and improved over the past 5 decades. NSPS will make Federal employment as capricious and tenuous as the old "spoils system" of yesteryear. Federal employees, even at the lowest grade level, are to be agents of the Government with a right to speak up when unethical or immoral actions are contemplated. NSPS will make employees too vulnerable and helpless to speak up when wrongs are proposed. Please stop NSPS so that 50 years of patiently designed legislation, regulations, and guidance are not rashly and hastily sabatoged with an immature, selfish stroke of a child-like pen. Thanks!
