Bunn No fax submissions are accepted. 1400 Key Boulevard, Suite B-200 Arlington, VA 22209-5144 My comment is on: NOTICE OF PROPOSED RULEMAKING, REQUEST FOR COMMENT Title: National Security Personnel System 5 CFR Chapter XCIX and Part 9901 Comments: We are faced with enough discrimination without providing a vehicle for more to people with disabilities. There is enough favoritism in hiring, promotions, advancement without giving rise to more venues for favoritism by how a person feels if you should get an award, raise increase, etc. Have we gone back in time instead of forward to protect individuals? This will come out to be another avenue to create a wall (glass ceiling) to people with disabilities. It is hard enough to try and compete with non-disabled individuals without removing all protection. We have had people with disabilities forced out of their jobs by supervisors, requesting they should leave by either taking early out or file for disability and stay home. NSPS will be giving supervisors and managers more power to "thin out what they consider the weak of the herd" of employees, while the government wishes to hire more employees with disabilities into the work force. This does not make viable sense.
