After reading the NSPS document it is my conclusion that the proposed regulations have no relation to national security. Rather, it seems evident that their purpose is to render all federal employees without recourse with respect to adverse actions including pay, working conditions, grievances, and job security. It is focused upon unionized employees by specific articles intended to eliminate the union's effectiveness. Here are some--for brevity, not all--line item examples that provided support for my conclusions. 9901.201-231 General Classification Structure... 9901.343 Pay Reductions... 9901.352 Seting pay Upon Reassignment 9901.405-406 Setting and Communication Performance Expectations 9901.512 and 516 Probationary Periods and Internal Placement 9901.907-909 Impact on Existing Agrreements 9901.914 Representation Rights and Duties These proposed NSPS regulations seem to be an undisguised attempt to break federal unions and promote contracting out of work that should be done--with national security foremost in my mind as I make this statement--by federal employees. This NSPS proposal is politically driven and the recipients of my comments might want to classify those who commented as coming from the "left" or the "right." I am a conservative voter who supports most conservative causes. I am also a union member. The two positions are not mutually exclusive. To the mind of this conservative the NSPS proposal is an egregious scheme that can only hurt our nation's preparedness. Sincerely,
