March 2, 2005 DoD NSPS Comments , DoD NSPS Comments: The NSPS is a perfect example of the exact opposite that made this country great. While this country is fighting ?terrorism? abroad; it?s inflicting ?terrorism? on its own Defense Employees under the NSPS. Terrorism doesn?t have to be violent. American Heritage Dictionary- Terrorism- The political use of intimidation and or violence. What a better way to intimidate your workforce than for management to take over all control with no boundaries without any penalties. Who is going to protect the employees that keep management honest under the NSPS? Who is going to protect the ?Whistleblowers? that had to open their mouths after safety issues were ignored under the NSPS? Who is going to protect the employees who report Waste, Fraud and Abuse under the NSPS? The NSPS takes away bargaining rights of the Union and allows the Union Stewards on official Union time to be viewed as a ?threatening employee? instead of a ?defender? of employee?s rights and safety. The NSPS opens the doors wide open for supervisors to intimidate, punish, deduct pay, and eliminate employees at will. NSPS allows supervisors/management to reward their pet employees and friends rather than the deserving, promote friends rather than professionals. Allow certain employees to have overtime and others none; keep certain employees on hardship work schedules instead of a fair rotation. Under the NSPS pay band system it encourages employees to be a bunch of ?Cutthroats? fighting within the same pot of money vs. encouraging them to work together as a unit for a common mission. Under my current supervisor this would be an answer to his prayers. He terminated a dependable employee six days prior to her probation period ending. I was one of two employees that went to EEO and started an investigation of his actions. Actions that contributed in finding him of: Denying employees the same equipment, sending pornographic material on Government time and computers, sexual harassment, lying to employees, creating a hostile work environment and fraud, waste and abuse. After several months her case was settled with upper management and EEO. She then was rehired within a different department with back pay and benefits. There was no disciplinary actions taken with this supervisor and is still left in his current position. In the past I and other employees had to file grievances against this current supervisor with the Local Union for him to provide us with safety equipment and denied environmental hazardous duty pay. Under the NSPS I would be a considered a ?troubled? employee for holding management accountable and protecting employees rights. NSPS will certainly not protect me in the future and any others that were involved in this investigation. Under the NSPS my attitude will be measurable for evaluation. Attitude compared to what? An attitude that supports my supervisor?s behavior? Department of the Army Values I currently hear and heard while I was in the Army are being thrown out the window under the NSPS. If I want a good future evaluation I would have to lower my values and standards. Doing the right thing could be grounds for punishment if it becomes inconvenient for management. This is a perfect example of how the NSPS will continue this trend with no accountability for management or supervisors. At least the Local Unions can protect employees from this type of behavior from management. Since current managers and supervisors will remain in their positions during the NSPS transformation; Great employees, skilled workers are in jeopardy in order to cut costs and safety. NSPS encourages no accountability and reinforces the good ?ol boys system. I couldn?t think of a better way than to express gratitude to our veterans other than sticking it to them. I?m a veteran that participated in Operations in Mogadishu, Somalia my co-workers in Vietnam, Korea and Desert Storm. Under the NSPS during a RIF a non-veteran will have no seniority. What a great reward to our future vets and disabled vets currently in Iraq or recovering from enemy fire and car bombs. Our founding fathers would cringe with this type of system and behavior forced on the very people that make this nation strong and defend it. Our founding fathers beat tyranny without intimidation and coercion tactics on the very people who were fighting for freedom. At least the founding fathers of this nation were among the common man unlike the committee who put together the NSPS. Sincerely,
