To Whom it May Concern: NSPS is an unjust and undignified way to treat government employees who have worked their entire career in federal service. The entire problem with the old system is that supervisors wouldn't do their job and now you are putting the future of every employee in the hands of those same supervisors?! I suppose the government will flow smoothly with a bunch of butt kissing employees? NO! I see nepotism and favoritism running rampant. How you ask, by supervisors doing other supervisors favors, good employees being passed over for those who are "yes" men. It happens enough now, I can't imagine what it will be like once it goes into effect. Why don't we try it on Congress or the house first..see how they like it? We'll let the Democrats rate the Republicans and vise versa. I know this will fall on deaf ears but I had to vent.
