Dear Sirs: Review of the proposed regulation find me thinking back to work in Pennsylvania, during which there was no civil service protection of highway workers for the Department of Transportation. This proposes a return to the spoils system, wherein the worker must suffer under the thumb of his supervisor and possibly the political party, which happens to be in power. Favoritism and nepotism can be anticipated and the good worker will be ignored in favor of the person who can serve the whims of the supervisor. In addition, the proposed regulations provide too many generalities. The protections that are presently part of the civil service system just seem to disappear. Where is the assurance of a fair deal? Where is the confirmation by the Unions that they agree with the concepts put forth. The proposed regulations take away the rights of workers and provide a dearth of any recompense for the loss of those rights. It is my recommendation that the Office of Personnel Management scrap these proposed regulations and meet with the appropriate union representatives and staff representatives and try again.
