I have worked for our government for 20 years and am so glad that I can see an early retirement coming!. These new rules will do away with everything that a civil service job was ever about!. Over the past few years our benefits have been slowly eroded to the point that a regular job in the private sector has better benefits that civil service has and now they are going to take even more-just a another example of government control. I for one know that we are going to be in trouble as our aging population starts to retire and new workers fail to join out system-who on earth would want to-It has become an unappreciated environment with very little emotional satisfaction, and one never knows from one day to the next how they will play with our mind today! So be it, it won't effect me much as I will choose to leave this sort of work environment and seek one with greater appreciation for their work staff and leave the disaster that congress is creating behind!
