Comments:
As a Federal Employee working as a Logistics Manager for the Navy, I feel very strongly that this new personnel system will destroy the morale of the civilian workers of the Federal Government. The new system removes freedom, reduces pay, removes union rights and adds favoritism and no protections for the Federal Employee. This new pay system will reduce the draw for the brightest individuals to seek employment with the Federal Government. There will be no incentives to seek a career with the Federal Government. For the sake of the civilian workforce, I do hope that these changes are not implemented.
