Comments:
I believe the proposed NSPS will undermine the Civil Service System and hurt the mission of the DoD employees. DoD claims that managers will be trained under the new system in time for the implementation of 1 July 2005. Current supervisors already have system in place. They do not understand or know how to use the current system to weed out the unproductive employees. Training supervisors on a new system in such a short time can not be accomplished and will only confuse and compound the current problem.
