March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: Have worked for DoD for over 15 years, as military member and most recently as civilian employee. Changes recommended under NSPS regulations require more input from those directly affected. Federal government employees require stable system whereby all employees, whether executive or clerical, are treated equitably in pay, performance awards, career development and resource management. Why should some by virtue of title have feast while others, often subordinate, experience famine? Under GS and FWS, employees' pay was funded by Congress and more certain. However, under NSPS, pay/compensation remains indeterminate. How will employees' salaries and bonuses be funded in the future? DoD recommends ?pay for performance,? where amount of employee's salary depends upon personal judgment of his or her manager/supervisor. What guarantee is given that each employee will receive pay commensurate with their skills, abilities and efforts? NSPS opens door for managers to wreak havoc in lives of employees with families, particularly those with small children and elderly parents. Employees will be subject to little or no advance notice of schedule changes even worldwide deployment. What fail-safe will be instituted to prevent erosion of rights in name of mission? We need work rules that preserve fairness, serve the American people, and respect the rights of DoD employees to have quality of life within AND outside workplace. True, some changes are overdue. Still, it's important to make corrections only where necessary. Improve deficient areas which most jeopardize human resources but without sacrificing professional ideals. Respectfully
