Reference: Subpart C - Pay and Pay Administration, Subpart D - Performance Management, Subpart G -Adverse Actions In reviewing the new NSPS it is very evident that the purpose of this new system is to allow managers the latitude to fire, hire, and promote with no requirement to justify their actions. In reality the new NSPS has nothing to do with national security and everything to do with taking away employee rights. I'll be the first to admit that we have some employees that need to be fired. We already have regulations that cover how to accomplish that task and still provide the employ some avenue of defense. The problem is we have some supervisors that will not take the necessary steps required to fire these employees. The NSPS was not developed to support or improve national security. It was developed to strip away the rights of hard working government employees. With the new system we have no rights. If you want to get a pay raise, promotion, exceptional performance rating, you'd better be friends of the boss, otherwise you'll get nothing. Supervisors will be the almighty and powerful and their employees will be nothing but slaves. I know that I've always wanted to be someone's slave. Haven't you? The NSPS regulation is a tough read, especially to me since I continue to read that my rights are being stripped away. I have 30 years of federal service and I could provide you examples of poor performance; however, these same poor performers received exceptional ratings. The reasons are their boss didn't want to explain why they did not get a top rating or the boss was their lifelong friend. The NSPS will not eliminate this unfair practice. The NSPS will not improve the quality of employees that are recruited. My friends that work in the private sector will never work for the government because the pay and benefits are not as good as what they have now. It's really unbelievable that anyone actually buys into the line that the NSPS was developed to improve National Security. That's so ridiculous that it makes me laugh and sick at the same time.
