Reference NSPS First I would like to say that I cannot see where any of this relates to National Security. All I see is having my security taken away from me and my family. Before where I knew if I did a good job I had job security. Now the only good job I can see that I need to do is watch my back. My upbringing taught me that if I worked hard I would succeed. This new system tells me if I work hard and turn in everyone else who "I" think isn't working as hard as me I could move up the ladder. Pay and Pay Administration - 9901.301 - 9901.373 "National Security Compensation Comparability" - Maybe I am missing something here. Again what does TRYING to ensure that my pay won't change has to do with National Security? DOD will TRY to ensure..... well I am sure the bank who handles my mortgage with be thrilled to know that DOD will try to make sure I have enough money to pay them or even have a job, and hopefully I will fall in to the group of people that they promise to protect. But if I don't fall into that group of people where do I turn to? (9901.901 - 9901.928) says that any provision of a collective bargaining agreement that is inconsistent with NSPS will be unenforceable once it is covered by NSPS. I wonder if I will have this option in the future? This e-mail could go on forever and I am not sure if it would even do any good. But I have to tell you that I am not happy and I never really ever thought I would say this but - I vote - and I vote faithfully. I have many legitimate concerns. I will soon retire so this isn't for me so much that it is for the rest of the civilian workforce who will fall under this new directive. I would like to say that I feel that I am a good employee. I have received many awards, both monetary and honorary throughout my career. I come to work every day ready to give equal work for equal pay. Already in the work place favoritism is in fact reality. With this new system what is a small problem now will surely escalate, decreasing morale and certainly doing away with the team concept. Everyone will be to busy trying to out do someone else that they will keep any improvement ideas close to them. So I see us slowly destroying what took years to build, working together with civilian and military to complete the mission. I don't understand how my future in the workforce needs to be dictated by how someone feels that particular morning and DOD leaving me no where to turn with my concerns. I feel that this will create an unfair and unbalanced environment.
