March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I am a Dept of Defense employee. I have attended several of the meetings in Crystal city, Va. In addition, I have served as a supervisor for the DOD and I have a masters degree in Organization development. I have no trouble seeing the NSPS is a lose/lose situation. Historically, labor & management have struggled to bring about tenets of a workable labor system. This includes widesweeping use of negotiation, not virtually sweeping negotiation out of existance. It also includes a check and balance system where employees can go to a neutral party and expect a reasonably impartial outcome. Most of our appeal process is elimated under NSPS and is replaced by a unilateral management appointed board. If I had an issue with "pay for performance", who would ultimately hear my issue a neutral party or a government board? NSPS as it is proposed does a disservice to both management & the employee. It does a disservice to the DOD overall. I understand we are looking to keep and attain the "best and the brightest employees". The best and the brightest are likely to leave DOD employment or shy away from DOD employment when they see how abusive the system is ? or can be. Keep the basic defenses of employees in place by making the fullest use of our unions in the workplace and in negotiations. I refuse to be turned into a Dept. of Defenseless employee. Do the DOD mission, management & labor a good turn - Cancel this NSPS proposal and come to the table and negotiate reasonable changes with the unions. Sincerely,
