March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I support a performance based rating for employees. All our military members are promoted according to performance and rated quarterly. My civilian career was based on a performance rating. To receive automatic raises and promotions is to continue a low achiever in an important position and discourage initiatives to enhance that position. I have experienced too many do nothing employees along for the free ride. The mindset that if you are a friend of your supervisor you will get a raise does not give the respect and trust in that superior to make an intelligent decision. Sincerely,
