DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for 25 years. I believe Most DoD employees work hard and are committed to the American way of life and Family values. Annual Pay Raises Under the General Schedule and FWS have been fairly straight forward. Salaries and bonuses have been funded by DoD. And recently, just last year, DoD did not fund its awards program and training money always seemed to be in jeopardy. Given the agency?s record, how can employees feel confident that salaries and bonuses and their paths to advancement will be funded in the future? Fairness and Funding are real issues here. ?Buddies of the Supervisor? Pay systems, which you wish to call "pay for Performance," (practically what we have in place today in the present system), as are most businesses on the outside also, are NOT Fair. These systems force workers to compete with one another for pay raises, destroy teamwork, and increase conflict among employees and managers, only rewarding short-term outcomes. Dodd needs to set an example of excellence. They offer no effective appeal system to assure that anyone would be treated fairly. Stop pitting person against person start displaying your skills for helping workers achieve their "Good" dreams. Make it rewarding for working parents to care for their children and family. And is it NOT the Family that is important here? Maybe working towards healthy American Families and promoting a Healthy American way by example could be your goal. . Being a healthy soldier from a healthy background allowed me to be proud to have served my country when I was in the military. I believe today?s volunteer system works fairly well. Let persons who want to help in other parts of the world volunteer. Will NAPS divert the attention of defense workers from the soldiers? welfare to protecting their own. I urge you to rethink this proposal. We need work rules that preserve fairness, serve the people, and respect the rights of the workers so the welfare of the soldier can be our first priority.
