March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. I am sure as of now you have read and understand the changes that are going to take place. I would just like to point out a few that are of great concern to my fellow DoD workers and I. The first concern is that from now on the only monetary raises that will be given out will be controlled by our immediate supervisors. This takes away any cost of living adjustments (COLA) and puts our wages in jeopardy. I consider myself to be an extremely hard working individual, but if for some reason, my supervisor does not care for me, he may hold my raises strictly based on his personal beliefs. This is just plainly unethical. On top of this, any teamwork that has been built over the many years of working together will be tossed out the window, as these regulations basically put each worker in direct competition with one another for their raises. The next concern is scheduling. The NSPS system will allow supervisors to make changes in a workers schedule at the drop of a hat, and the workers will be forced to comply with these changes immediately, without any notice. This will make it near immpossible for workers to adequately plan for changes in child care and other responsabilities. The last concern I want to make you aware of is the ability, under NSPS, to deploy civilian employees without notice. With this plan, no civilian is safe from having to go overseas and fight wars. This is not what our jobs were about when we were hired. Most civilians, unless in a National Guard or Reserve capacity, did not enlist in the military. Could you picture having your boss tell you that you have to go to Iraq.....tommorow......for an undetermined time? And if you say no, your employment is terminated!! This is unconstitutional!! I urge you to review and revise this system and the law. Please give us our rights. We work hard every day, and deserve to be treated fairly and equitably. Sincerely,
