March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I've worked for the Department of the Navy (DoN) before we were changed to Defense Finance and Accounting Service (DFAS). The new NSPS rules essentially makes the DoD and DFAS an at will organization. We have no security for pay, performance, or a job. If your supervisor doesn't like you, you are screwed. They can and will make your life miserable. I was hired to do a job and I do it well. I wasn't hired to be kissing someone's behind so I can get a raise. Also I am raising a child. I can't just pick up at a moment's notice and go TDY if I'm told to go. Or work overtime without some prior notification. I really depend upon the regular work schedule that I have established. Yes I can be flexible if needed but NSPS is giving too much power to management without proper checks and balances. I am proud to serve my country but I am also responsible for caring for my family and my personal obligations at home. I signed up for a civilian job. I did not enlist in the military. Today?s volunteer system works well. America is at war, and we are fighting for democracy abroad. But the regulations are an attack on workers? basic rights. Furthermore, NSPS will divert the attention of defense workers from the soldiers? welfare to protecting themselves from abuse on the job. I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers. Sincerely,
