March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: I am concerned abouth the hugh changes that will occur under NSPS. I have worked for DOD for 30 years. Suddenly I feel my job is greatly jeopardized and this causes me great concern, and anger at thoes who would give others so much powere over my life. NSPS puts too much authority in mangements hands. Under NSPS the average employee will find pay raises harder to obtain even if deserved. Pay banding has been tried and failed. It encourages favortism as managers would have sole discretion give raises to favorite candidates. NSPS will take away protection that allows an employee to speak freely especially when they see wrong doing and make punative actions by management harder to over turn even if unjust. I work hard and am comitted to doingt he best job I can. We seem to be going backwards towards the time when managers could do, say and act however they wanted and the employee had to put up with it or face loss of wages or even his/her job. This is not a good way to run the country. Working for the Federal Government, especially DOD, was at one time a safe and secure job in which the employee was given incentives to excell and be rewarded for doing so. Under NSPS hundreds of thousands of federal workers rights will be at risk and they will go to work daily knowing that at any time they could be moved, demoted or fired and have very little recourse. NSPS would cause the average worker much stress and stifle creativity. I urge my Congress representatives to rethink this proposal so that the rules preserve fairness and the rights of DOD workers. You are representing my voice. Please do so fairly and protect my rights as a hard working, freedom loving American worker who happens to be a DOD employee. Sincerely,
