March 9, 2005 DoD NSPS Comments , DoD NSPS Comments: I find it rather absurd that DOD should expect its employees to accept a blank check in regards to their future employment. They are playing the good old shell game with us! If this is such a good thing for us why do they say that they will issue internal policies covering the classification system at some future date? This should have already been established. What gives the DOD the right to create its own pay system? Isn' the existing one good enough? I think it is! Why does the DOD think it should ignore or create its own locality pay system? Aren't wage surveys good enough for the DOD? Evidently they are not! DOD says that performance appraisals will be the determining factor in pay raises, RIF retention standings, and such other action that DOD considers appropriate. How can they put this kind of emphisis on performance appraisals without any means of appeal? What kind of idiot came up with the variable probationary period plan? Clearly there must be some sort of consistant system for establishing wether or not an employee is able to perform their duties when they are promoted. Who elected the the Secretary of Defense as the all powerful "OZ" when it comes to discipline? Isn't that what TPR 752 is for? It sounds like the Secretary of Defense thinks he should be able to pick and choose what parts of Collective Agreements he will enforce and what he won't. What happened to Title 5, Chapter 71? This is clearly an attempt by the Secretary of Defense and the DOD, to undermine all of the hard work that DOD employees and the labor organizations that represent them, have over the past many years, have labored hard to achieve!
