March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: Dear Sirs: Comments, on proposed NSPS, as printed in the Federal Register, Monday February 14, 2005. Proposed Regulation: Subpart C, 9901.301 - 9901.3733 - Pay & Pay Administration --- DOD gives itself the right to lower or take away overall payroll amounts in the future. ---- This one proposed regulation alone is a new name for complete dominance of the work force, making the civil servant, less than 3rd class citizen (taking away right to work). Of The United States of America, the employer. The NSPS appears to make the good-old boy system of the 1890?s, appear to be alive and well. With a foothold in government service. Most of the government work force, pay, is 13 -28% behind the outside counterpart. It is going to get worst - DOD will not allocate money, for appraisals, pay raises, merit awards, appeals, human resources, etc. or the country. . I feel this system as proposed is not good for the government employees, I am against the NSPS. Proposed regulations are under development is a deception from a group of individuals with a special agenda. Are Why, are all the proposals not in place??? The part of the National Defense Authorization Act, (Pub. L. 108 - 136, November 24, 2003) should be looked at and REPEALED. Sincerely,
