March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: Subject: Comments on proposed NSPS Subpart C Pay & pay Administration 9901.301 - 9901.373 Payout of performance award, by a pay pool manager. This system seems to say, the more a person sucks up to the supervisor and pay pool manager the more of an award you may receive. This system is like an award for the military not the civilian work force. The agency has decentralized their HRO offices; I feel this is a small part of the problem that Paul Wolfowitz says exist, in letter dtd. 01-14-2005 to house representative Honorable Jay Inslee. As a taxpayer more money in the DOD pockets means less for the civil servant. WHY DO PEOPLE TELL ME TO WATCH WHAT I WRITE??? Why can?t the DOD build a system if they want to propose it? A lot of what I read and understand is (proposed regulation under development) this statement is very deceiving and so is the NSPS. I work for the USAF, Travis AFB. I AM AGAINST THE IMPLEMATION OF THE NSPS. THIS PART OF THE (NDAA) PUB. L. 108 -136 November 24, 2003 should be looked at and repealed. Thank you Sincerely,
