March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: I believe the proposed NSPS will set the Civil Service back 40 years. This is system allows the "Good ?Ole Boy, Buddy System" to flourish. I am very happy with the current management I work for but have been the victim of personal assaults on my career from a bad supervisor. Thank goodness for the union and experiences from past that work toward agreement in my behalf. Subpart C-Pay and Pay Administration When pay can be dropped 10%, this could destroy a single person. The new system provides the Department the flexibility to adjust and overhaul pay levels. Once again, if you have as little as a personality conflict with a supervisor then your pay is affected. I will take it up a notch. Subpart D-Performance Management Any DOD employee should be permitted to appeal a performance rating. Subpart F-Workplace Shaping How can dedicated years of service be overlooked? Why does DOD refuse to explain why personnel rules need to change? Sincerely,
