March 9, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. Pay for Performance is a needed system, however, I have concerns our managers will not be adequately prepared to make accurate and objective assessment of employee performance. I n the proposed system, I don't have faith that politics will be less of a factor in performance appraisals and awards. I fear just the reverse. I don't understand why cost of living allowances are being added to the pool of monies being used to make salary adjustments based on performance. Cost of living should be provided to all that achieve an acceptable level of performance. Regardless of one's performance, we all experience higher costs of living and should be given that portion of our pay increase based on cost of living not on degree of performance. Sincerely,
