March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: With regard to (Subpart B) 9901.201 to .231addressing the classification and the new NSPS. I fail to understand why the DOD has initiated a whole personnel system change. The existing system has proven to work fine for many years. The ability to fire people a bit easier does not add to national security. Another concern is (Subpart C) 9901.301 to .373 and (Subpart D) 9901.401 to .409 because management has always been able to reward people with awards: monetary, time off, or QSI . We do not need a whole new system for that. Seniority should be the first consideration because perfomance is too subjective and can be fudged based on management favoritism and grandstanding. held back because of favoritism. This is very disconcerting because this reinforces good old toady network where ones employment will be based on the manager's opinion. Just don't see any justification for establishing a new system!
