March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: Adverse Actions- Subpart G Subpart G, para 2-Mandatory Personnel Offenses (MROs) I see no reason to create a new category of "mandatory removal" offenses. If an employee commits an offense that has a "direct and substantial adverse impact" on national security, that employee will face removal under existing rules. If the drafters of this language had offenses in mind, they should have presented them for comment. Instead, they propose to give the Secretary of Defense sweeping authority to invent new "crimes" by simply asserting-not showing or proving?a national security connection. Sincerely,
