March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: My question and concern is short and simple. In an ideal world I could greatly benefit by this system as I feel that my performance is considerably above average. However, leaving the prospects of my advancement to a supervisor's rating in not such an ideal world is scary. I have recieved only good appraisals throughout my federal career, but I call a spade a spade. This sometimes offends supervisors with little or no intrgrity. Car-pool, brotherhood or nepetistic promotions are rampant with little concern of even a hint of the appearence of integrity. Non veteran supervisors will compensate a performance rating for a favored non veteran employee. An employee like myself who speaks their minds will be rated on only that and not performance. Where is the safeguard from abuse by these types of supervisors? Sincerely,
