March 10, 2005 DoD NSPS Comments , DoD NSPS Comments: In the NSPS website "myths and facts" section it says that locality pay will be replaced by a "local market supplement" which would be received in addition to base pay. Retirement figures are currently calculated based upon base pay which includes locality pay. When NSPS takes effect will the local market supplement be added to the base pay for retirement calculations or not? If not...retirement amounts will be greatly reduced for all retirees in high labor cost areas. This needs to be clearly addressed in the regulations. Sincerely,
