March 9, 2005 DoD NSPS Comments , DoD NSPS Comments: I think it's about time the Department of Defense comes in line with the rest of the world. Why should someone be guaranteed pay raises if they aren't doing anything? The USDA, ARS has a way of getting dead head people to quit or fire them, think the DOD should be able to do the same thing.
