March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to you with questions and concerns about the DOD's new National Security Personnel System (NSPS). Why is the DOD throwing out a system that has retained employees and provided job security, for a new unnecessary system (NSPS) that may lead to poor quality end products, cut throat attitudes and a bad working environment? Why doesn't the DOD make the decision to fix or adjust the current system to accommodate any of their necessary changes? Instead, the decision was made to create an upheaval in people's lives and strip them of their rights. More then likely the result will be loosing people to a system that may fail and cost the DOD more to fix it in the future. All while causing numerous work area problems that may not be fixable. The new system makes senior employees to not want to share knowledge to better themselves. When they retire, guess what we have poorly trained individuals in numerous vital careers. My job is a technician on F-15 aircraft, for us not to share experience and knowledge just for more pay over someone else should be considered criminal. The system allows supervisors to go back to a good old boy system and reward buddies over qualified individuals, also criminal. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. The new system also allows management to make decisions to schedule employees to work without sufficient advance notice of schedule changes, this will make it extremely difficult for working parents to care for their children and family's. It will also mean that abusive managers could harass employees with bad schedules or short notice changes. Overtime rotations can be canceled, which means that employees may not be able to plan adequately for childcare and other important responsibilities. Civilian Deployment of Federal employees could be assigned anywhere in the world, even into a war zone, with little or no notice. I am proud to serve my country but I am also responsible for caring for my family and my personal obligations at home. Today's volunteer system works well, why destroy it? I believe the Federal employees of today are willing to accommodate what ever is reasonably needed from them. We proved that the days, now years after September 11th without hesitation. We all understand the ever-changing war on terrorism and except it. But to repay us by taking away our rights is not what we as soldiers of freedom should be fighting for. Please do whatever possible in your power to save and protect our rights, seeing as how we are already limited. Thank you very much, a civilian-soldier of Massachusetts, USA. Sincerely,
