March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I am outraged about the changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. Someone needs to explain to me why we are in Iraq fighting for freedom and democracy, while this Administration is fighting to remove our freedom and democracy. How dare they basically accuse us of being lazy, uncaring, untrustworthy federal employees. I am proud to care for our nation's veterans. I am proud to work with some of the most caring, dedicated public servants in Pittsburgh. We have performance appraisals that enable managers to address poor performance. Pay for performance is a known budget buster, if done correctly. This administration isn't going to fund it. How many employees do you think will be rewarded for their hard work...little to none! This is just another scheme to balance the budget on the backs of federal employees. We'll rarely see raises and then our retirement (high 3) will be vastly decreased. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly. Civilian Deployment Federal employees could be assigned anywhere in the world, even into a war zone, with little or no notice. Public employees are proud to serve our country, but they are also responsible for caring for their families and personal obligations. As a single parent, this is extremely frightening. Doesn't anyone value the American family? I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers. Sincerely,
