March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I am a 27 year dedicated GS -11 Quality Assurance Specialist with the DCMA -Aircraft Propulsion Office, stationed at a division of. This division is called , which I am responsible for the contractor to meet ALL contractual requirements. My Team leader and his supervisor the Director constanly ignore my concerns relating to the quality and the control of subcontractors required by Hamilton Sundstrand 's contract requirements. I am convinced that they do not want to rock the boat/ bring to the attention of company management or the Defense Contract Investigation Service, ( DCIS ), suspected fraud being performed by various subcontractors, and /or by Hamilton Sundstrand by ignoring my concerns. These two individuals live less that 15 minutes from this duty station, therefore my feeling that they do not want to stir up a nest egg and be rotated to a futher duty station. The point of my explaining all this is that there is also alot of favoritism by them of personnel here who are friends of the supervisors, discussions all day long about anything other than work. A few weeks ago my supervisor stated to me that he would like to deny me a step raise next year but seeing how I am at the top step in my grade, he would like to see me not get a cost of living raise instead. All this after he gave me the highest rating I can receive. This tells me that favoritism is a BIG problem here. I have been her over 4 years and my direct supervisor has not once been on the manurfacturing floor which is less that 50 yards from his office. Flight Safety Critical aircraft hardware is being manurfactured and tested in this shop. I could go on and on about the problems regarding the new proposed pay for performance system, everthing from denying vacation leave, work schedules, and rewarding friends ( opposite sex ), for doing a job without questioning the real issues.
