March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: [Authority 7553] The Federal Register talks about enhancing DoD's ability to execute a security mission as reason for demanding such restrictive and inappropriate rules. This is a very devious scheme designed to give DoD management authority to do as they please. Congress and OPM must not allow such flagrant disregard for the established guidelines. The entire process has been handled badly by PEO-NSPS, and all information has not been given proper consideration. The proposed rules are obviously constructed for reasons other than those intended by the authority granted by Crongress. The development of NSPS must be done properly and within the Law. Anything less is showing total disrespect for all the hard working and dedicated federal employees. Please make sure that all comments and questions are considered as well. The DOD parties that are "negotiating" have totally disregarded the intent of Congress. NSPS is about making the rules and moving forward, it is not about working with labor and addressing the needs of federal employees. Management has always had the ability for discipline, removal and Ms Kay Coles (OPM) spells that out in her message, but it is based on good management. If we have poor performers whose fault is that, management is who gives the evaluation. Who is not doing their job - management, and management supports management. After all why do you think TQL/TQM was such a great idea, let's empower the people, when it came down to it, it was easier to get rid of TQL/TQM. Can I turn this into Fraud waste and abuse?
