March 11, 2005 DoD NSPS Comments , DoD NSPS Comments: As a Civil Service, Department of Defense (DoD) employee for 20 1/2 years, I would like to voice my concern regarding the National Security Personnel System, NSPS. I will send this message to both DoD and my state representatives in Congress. We government workers support our troops who are freeing oppressed people in countries around the world. Many of us have volunteered to support our troops in foreign countries and/or in war zones. Yet, here at home, our labor laws are being violated, in particularly, those concerning due process, bargaining/negotiation, arbitration, and appeal decisions concerning work conditions, duties and job descriptions/standards under Subpart G, H and I of the proposed regulations. What kind of democracy are we becoming for developing countries and countries that we liberate to emulate? The world is watching the greatest country on earth return to a spoil system with third world inequities. What is next, stripping away child labor laws? It is ironic that we our freeing countries that desire to espouse our values and ideas, while we curtail our freedom and become more like them. Furthermore, the NSPS will result in unfair management practices and destroy collaborative work efforts among employees that improve productivity. It will undermine morale. Also, it will be detrimental to recruitment efforts. The government will never be able to pay its employees as the private sector. Our government is a non-profit organization, thus, there will be no incentives for highly intelligent and talented individuals to join our workforce. I love my country, dearly. I believe this law will weaken our nation. It will be a dark chapter in our glorious history. It will divide employees, and effective leaders. Potentual leaders will leave the government service.
