March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: NSPS consist of proposed changes that will contribute to a better personal system and NSPS consist of proposed changes that will not contribute to a better personal system. Pay banding is a great concept including good performance yields increased pay. Unfortunally due to cohesion and unfair favoritism compounded with no true accountability system established, pay banding will be abused. Locality pay needs to be perfected, NSPS does not do that. North County is under all other areas, the lowest percentage Our cost of living is as high as other areas, example gas prices. At this time supervisors fail to follow regulations properly or fairly account for employee performance. Supervisors now provide untimely and poor appraisals, poor counseling, no clear direction, no clear expectations, poor orientations and are poor communicators. NSPS does not correct these problems; it only will contribute to the problem because there is no accountability for supervisor?s actions. NSPS promotes cohesion and the good old boy system. What percentages of GS 2- GS 7 or WG 2 - WG 5 were involved in the NSPS design meetings? What percentages of GS2-GS 7 or WG 2 ?WG 5 were informed and /or attended town hall meetings or focus groups? This is a top heavy decision not beneficial government workers. NSPS needs to taken back to the drawing board with 75% of the design committee GS 2-GS 7 and WG 2 ? WG 5. Sincerely,
