March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: Gentlemen: I have been in the federal system for 22 years (10 years Army and 12 years civil service). I had no problem with the military and all my experiences were positive, good leadership and fair. Now, with the 12 years of federal service, the first 10 were good years with good leadership and moral was high. The last two years in my department has been fraught with politics, buddy system, etc. Presently, the supervisor in our department is despised by both military and civilian technologist and all are awaiting his PCS/ETS orders. Management does not see what we have seen but only listens to our supervisor. Management does not know how much our clinic has digressed under our present supervisor such as moral, organization, etc. I believe that some of these changes, in the wrong hands as stated above, could severely hurt employees who may not want to play games with their superiors. They will in turn be given poor reviews based on who likes who. It does not do any good to have poor performers working in the federal service since we ALL must pull our weight. In what I have seen in the last two years, having a poor supervisor with greater power would be detrimental. The goals of an NCO (or anyone in leadership) were: ? Accomplish the mission. ? Take care of the troops. ? It never said, ?Look out for number one!? An employee at Sincerely,
