March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I am opposed to the new NSPS regulations for two main reasons. First it exceeds the authority that Congress authorized by ignoring Title 71 rights given to labor unions to NEGOTIATE not consult. Second the new rules are not explained at all, rather it says the DOD will create them at a later date. How can DOD initiate new rules if we don' t even know what they are. The new pay for performance looks good on paper however to actually use it will be something else. Most managers are not intelligent enough to use the system properly due to their bias and slanted views to those they supervise. Political patronage and favoratism will determine performece ratings. If you remember we had pay for performence before and it didn't work! Now let me get this right, when I hired on to work for the government 25 years ago there was nothing in my paper work or job discription that said I could be involunteerly deployed. But with these new rules DOD can force an older worker into a combat zone overnight. Does a 25 year loyal worker who has an outstanding record loose his/her job because a medical condition precludes them from a hostile working enviorment? What kind of country has our country become that will not allow a duely elected labor organization to NEGOTIATE working conditions for the employees, have we become Communist China. I resent the fact that these rules will make government employees 2nd class citizens in the country that they are working for and defending. DON'T MAKE ME A WAL-MART EMPLOYEE!!!! Sincerely,
