March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I have worked within DoD since 1981. I currently work to defend the northwest air defense sector. Our mission is 24/7, 365 and vital to our "national security". I am angry that the department would attempt to develope a system that will undermine the teamwork and trust that my colegues and I share while we defend our homeland. After studying the proposed NSPS regulations I can only come up with one theme. It is an institutionalized "good ol' boy" program, where we had better concentrate on being on the bosses good side rather than focus on successfully carrying out our mission. What is really needed, is supervisors and managers properly exercising our current system. It is not the fault of federal employees that the majority of supervisors refuse to deal with poor performers. We succeed and excel in spite of these managers and these few poor employees. If this system is put in place, I do not see our supervisors operating differently under the new system. Production comes first. Managing and leading are way down on the list. I only see employees doomed to failure like our management has demonstrated for years. These proposed regulations threaten our "national security". I urge you to rethink this decision. Additionally, I urge you to expend the same energy on educating our supervisors and holding them accountable under the current system, so we can better accomplish our mission. Thank you for your time. Sincerely,
