March 11, 2005 DoD NSPS Comments , DoD NSPS Comments: [Authority 7553] The Federal Register talks about DoD?s security mission. This is just more devious scare tactics from Mr. Rumsfeld. The vast majority of DoD employees are office workers that manage records. Most employees that have some security functions are excluded from the Nasty Sycophant Pay System (NSPS) for several years. Mr. Rumsfeld has not properly justified having such a dictatorial system for all DoD employees, let alone using government-wide as many are pushing to do. Congress and OPM must demand a proper justification before proceeding any further with this unnecessary system development. Also, management has started distributing many false statements in the ?Myths and Facts?. I do not see anything in the authority granted that allows telling lies in order to sell this program. Congress and OPM need to put a stop to this practice. There are very few DoD employees with vital security missions that would require the kind of control that Mr. Rumsfeld is seeking. Congress and OPM should direct that NSPS apply only to those few employees that Mr. Rumsfeld is able to properly justify the need for extra controls. Sincerely,
