March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: The premise of good workers getting raises and bad workers being fired sounds good on the surface. But, I suspect that the underlying reason for this is to reduce the wages and benefits of federal employees. Granted there is room for improvement to the civil service system as it is now, but I don't think that NSPS is going to solve anyone's problems. Sincerely,
