March 11, 2005 DoD NSPS Comments , DoD NSPS Comments: Respectfully, I feel the current system promotes mediocrity. It seems like the pass/fail system in college. The person who works hard and achieves an "A" gets the same "pass" grade as the person who cuts class, studies very little, and slides by with a "D". Sincerely,
