March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. My issues with the NSPS are more pragmatic I'll highlight them here: 1. I don't see how the new pay system directly enhances national security. 2. If the pay allocation is supposedly based on job performance as defined by direct supervisor then it is subjective and open to unequity. 3. The posts, bases, etc as well as the directorates will still have a fixed budget for personell meaning they have to make cuts or hold the line somewhere. This short circuits the pay based on performance model. 4. There is no recourse that I can see if the Civil Servant is truely treated in an unfair fashion. Currently there are check and balances in place. In conclusion I am concerned that the american taxpayers get the best product for their money and this includes civil service workers. I think there are changes needed for this but the NSPS looks like it would make for poor morale with the federal employment system with no real gain to the mission they are working toward. Sincerely,
